Seems decrypted but not unlocked, as I couldn't open the weapons in OpenIV. But I just unlocked one and had no issue in opening it.

Yeah, just try it. But with the amount of files it'll take a minute or two.

btw. how is it possible that so many people download this stuff and no one even leaves a like? damn guys, you can do better
