NVE doesn't change the weather on the server, it's just a graphics mod.
Try using the Easytime script. I haven't tried it myself, but the video looks like what you need.
or if you use QB-Core use admin comand

/weather [type]

example: type in chat "/weather SMOG" and press enter.

type may be :
'EXTRASUNNY',
'CLEAR',
'NEUTRAL',
'SMOG',
'FOGGY',
'OVERCAST',
'CLOUDS',
'CLEARING',
'RAIN',
'THUNDER',
'SNOW',
'BLIZZARD',
'SNOWLIGHT',
'XMAS',
'HALLOWEEN',
