I got an issue with nve in FiveM. Cloud are not in the sky but at ground level. I cannot set them correctly and i need to disable them.
Do you have the same issue ?

reinstall and check that you have everything installed correctly. There is a good explanation html there, and there is also a good video on youtube by razed.
